Introduction

Annual enrollment is your opportunity to learn about the 2022 benefits, review your current coverage, and choose the best options for you and your family. Please review our 2022 PPSP Guidebook and review the recorded Open Enrollment PowerPoint to learn more about our 2022 benefits offerings.

No Open Enrollment Meetings will be held this year. An Open Enrollment recorded presentation will be provided to learn more about your 2022 benefits. You, spouses, significant others, or anyone who helps you with your benefit selections is strongly encouraged to review the presentation.

Benefits Overview

Effective January 1, 2023, PPSP will be changing from a 3/1 – 2/28 plan year to a calendar year (1/1 – 12/31) for all benefits. That means that this year will be a short benefit year (3/1/2022 - 12/31/2022), in that your deductibles, plan maximums, and FSA maximum amounts will reset 1/1/2023. There will be another Open Enrollment event later this year for you to make elections for the 2023 plan year. Going forward, your benefits will reset every January 1st. Also, while the premiums remain the same, you will see a slight change in your deductions, as there will be 22 pays taken over the course of 10 months due to the short plan year (instead 26 pays over 12 months).

Medical and Prescription Drug – Independence Blue Cross (IBC):

  • Your medical and Rx carrier will remain the same
  • No changes to plan designs or contributions
  • Your medical plan deductibles and out of pocket maximum will reset January 1st

Dental – Delta Dental of Pennsylvania:

  • Your dental carrier will remain the same
  • No changes to plan designs or contributions
  • Your dental deductibles and plan maximums will reset January 1st

Vision – Avesis:

  • Your vision carrier will remain the same
  • No changes to plan designs or contributions

Flexible Spending Accounts (FSAs) – Baker Tilly:

  • Your FSA carrier will remain the same
  • Since the FSA plan year will be changing, these accounts will run on a shorten plan year, from 3/1/2022 – 12/31/2022. The annual maximums for this timeframe is:
  • Healthcare FSA at $2,375
  • Dependent Care FSA at $4,166
  • You have a 2.5 month grace period for Healthcare FSA funds, which allows participants to continue to use the debit card and funds for expenses incurred through 3/15/2023
  • These programs require an election each year, so if you want to continue your coverage and/or elect for the first time, you need to do so through bSwift

Mass Transit Benefit – Baker Tilly:

  • Your mass transit carrier will remain the same
  • The maximums for 2021 will increase to $280 monthly

Life/AD&D and Long Term Disability – The Standard:

  • No changes to plan designs or rates
  • Your enrollment may pend for the completion of an Evidence of Insurability (EOI) form and will only become active when and if the Evidence of Insurability form is approved

  • Your enrollment may pend for the completion of Critical Illness form and will only become active when and if the Critical Illness form is approved

Employee Assistance Program – Penn Behavioral Health Corporate Services:

How To Enroll

Action Required

You should carefully consider your Open Enrollment decision as this is the only time you are allowed to change your benefit elections without a qualifying life event. Your decisions will remain in effect for the entire plan year (March 1, 2022 to December 31, 2022) unless you experience a qualifying life event.

What happens if I do not log onto the Employee Navigator portal during open enrollment (3/1/2022 effective date)?

  • Medical: your current election will continue
  • Dental: your current election will continue
  • Vision: your current election will continue
  • FSA: not enrolled
  • Mass Transit: your current elections will continue
  • Voluntary Products: your current election will continue

Employees must go to the bSwift to process Open Enrollment changes. Make sure your dependent and beneficiary information is up-to-date. All elections must be completed by Wednesday, February 9th to ensure your enrollments are processed as soon as possible for the March 1st effective date.
