HACC’s annual enrollment for employee benefits will be held from October 29th through November 15th. Annual enrollment is your once-a-year opportunity to make changes to your benefit plans. Elections made during this annual enrollment period will take effect January 1, 2022.
Highlights of the 2022 Plan Year:
- Capital Blue Cross will continue to be the carrier for medical and prescription drug
- There will be no change to the three Capital Blue Cross plans that are available today.
- Great news! There will be no change to the medical contributions for 2022!
- If you are enrolled in the Capital Blue Cross High Deductible Health Plan, the annual HSA contribution from HACC will continue at the same dollar amount!
- No change to the NVA vision plans.
- Flexible Spending Accounts for healthcare and dependent care can be elected for 2022
- Aflac voluntary benefits will continue to be offered.
New for 2022: The UCCI dental plans will be enhanced! The annual deductible will no longer apply to the following services:
- Preventive & Diagnostic services (this includes dental exams, cleanings and X-rays)
- Orthodontia services
Additionally, there will be no change to the cost of the dental plan premiums in 2022.
There will also be changes on January 1, 2022, to the Capital Blue Cross prescription drug vendors.
- Express Scripts will be the new home delivery vendor
- Accredo will be the new specialty drug vendor
Letters with additional details will be sent in November to members who use these services.

Medical
Good news! There will be no change to the Capital Blue Cross medical plans for the 2022 plan year. You will continue to have the option to enroll the Capital medical plans below:
- High Deductible Health Plan $2,000/$4,000
- PPO Premium $500/$1,000
- CareConnect $350/$700
Additionally, there will be no change next year to the paycheck contributions for any of the Capital Blue Cross medical plans.
Health Spending Account
If you enroll in the Capital Blue Cross High Deductible Health Plan (HDHP), you will have the option to contribute to a Health Savings Account. The 2022 maximum annual contribution to an HSA is $3,650 for employees with Single coverage and $7,300 for employees with Family coverage. HACC will also make an annual contribution to your Health Savings Account based on your medical enrollment tier:
- Employee Only - $1,500
- Employee & Dependents - $3,000
Dental
The UCCI dental plans will continue to be offered in the new plan year. You have the option of enrolling in either of the two dental plans below:
- UCCI Dental
- UCCI Buy-Up Plan
Dental plan enhancement for 2022! The annual deductible will no longer apply to the following services:
- Preventive & Diagnostic services (this includes dental exams, cleanings and X-rays)
- Orthodontia services
Additionally, there will be no change to the cost of the dental plan premiums in 2022.
Vision
HACC offers two vision plans through NVA. The plans below will continue to be offered in 2022 with no change to covered benefits or employee contributions.

Flexible Spending Account (FSA)
HACC offers you the option of setting up a Flexible Spending Account (FSA) and setting aside money from your paycheck on a pre-tax basis to pay for eligible expenses. For the 2022 plan year, you have the option of setting up the following FSAs:
- Health Care FSA – annual contribution limit of $2,750
- Limited Purpose FSA (for employees contributing money to a Health Savings Account) – annual contribution limit of $2,750
- Dependent Care FSA – annual contribution limit of $5,000
Voluntary Benefits
At open enrollment, you have the option to elect any of the voluntary benefits offered by Aflac. Aflacs plans help provide a financial safety net to help cover your expenses during an accident or illness. The benefits payable under each of these plans are a direct cash payment to you.

- Critical Care & Recovery Plan

How To Enroll
The deadline to make your benefit elections for the plan year beginning January 1, 2022 is November 15, 2021.
Annual enrollment is your opportunity to make benefit elections for the January – December 2022 plan year. Per IRS rules, employees enrolled in pre-tax benefit plans may only make changes to their benefits once per year during the annual enrollment period. Outside of the annual enrollment period, you may only make changes if you experience a “qualifying life event” such as marriage, birth of a child, loss of dependent status, etc. During annual enrollment, you may …
- Enroll in, change, or cancel benefit enrollments.
- Enroll (or re-enroll) in flexible spending accounts for the new plan year.
- Add or drop dependents from benefit enrollments.
This year, benefit elections will be made on our bSwift enrollment site. Log into the MyHACC website and go to the Human Resources tab. You will find a link to bSwift in the Compensation and Benefits box.
